When comments are created on a course (level-4 object), commenters, editors and managers with roles on the course will receive notifications when comments are made.
Admins do not receive notifications on any course or program (level-3 folder) unless they are added to the team with an actual role.
For example, if an admin would like to begin receiving notifications from the math department (a program), they would need to be added as at least a commenter to the program level. To add somebody with a role, use the Access panel.
