Who can do this? Admins and Coursetune support.
Warning: An admin can delete every course and program at your institution. They can change the passwords of users. You should only give the admin role to users you trust with software administration and user management. If you are trying to figure out how to give access to users, then see article: How can I change the role of a team member?
(1) Click on the hamburger button in the top bar and select "Users" from the drop down menu.
(2) In the Users panel, find the desired user and click on the word "normal" in the "User Type" column.
(3) Choose "admin" from the selections.
Because CourseTune recommends as few admins a possible, you will be presented with this notification. Click "Make admin" if you are sure.
